County Road B Reconstruction (2024)

Overview 

The City of Roseville Capital Improvement Plan has identified County Road B, between Eustis Street and Cleveland Avenue, for a reconstruction project in 2024.  Ramsey County gave this section of road to the City in 2014.  The reconstruction aims to replace the existing pavement, improve drainage, construct concrete curb where possible, separate the trail from the roadway, and provide some minor utility repairs.  Project layout is nearing completion - more details can be found below.

Public Engagement

Neighborhood Meeting #4 is scheduled for October 12, 2023, from 6-7:30pm.  City staff will share the current staff-recommended layout prior to taking the layout to the City Council for approval.  More details of the meeting will be shared once confirmed.

Four design options were shown:

The first public engagement meeting was held on June 17, 2021.  This meeting was held virtually.  Staff introduced the project and began to get feedback on issues to start to develop the final project details. 

Parking Survey

In August of 2021, a survey was sent to residents in the neighborhood about parking needs along County Road B.  Results of the survey are included below.

Funding

The cost of this project will be funded with City-street funds (property tax), Municipal State Aid funds (gas tax), utility funds (utility fees), and special assessments.  Details of the assessment cost will be determined in a feasibility report which will be finalized and be presented to City Council on November 6, 2023.  Assessments are proposed to follow the City’s assessment policy
