Roseville City Council
The City of Roseville operates under the council-manager plan. Under this form of government, all legislative power is vested in the elected, part-time city council.
This council consists of a mayor (the ceremonial head of the city who presides over council meetings) and four council members who are elected at large for four-year overlapping terms. Each member has a single, equal vote.

The council adopts policies and ordinances and appoints a professional, full-time city manager to carry them out. The city manager is solely responsible for the administration of city business and may delegate authority to promote efficient use of staff time.

The City Council meets the second, third and fourth Mondays of most months at 6 p.m. at Roseville City Hall. Meetings are conducted using Rosenberg's Rules of Order (PDF). Except for closed executive sessions authorized under state law, all meetings of the city council are open to the public. View and read through the Welcome to a Council Meeting brochure. Agendas are typically posted on the website on the Friday before the Monday meeting. Printed copies are available at the meeting itself. Members of the public who wish to speak to an agenda item may do so, upon the recognition of the mayor.
There is a public comment period for items not on the agenda at the beginning of most meetings. Additional information about Public Comment is Rule 3 of the Council's Rules of Procedure.
Council packets, which are documents supplied to the council members before the meeting, are typically posted on the website on the Friday before the Monday meeting.
Minutes of the meetings are recorded and reviewed at the following council meeting. Once approved, the minutes are posted on the website. Following each meeting a summary of council actions is posted on the website.
Except for closed executive sessions authorized under state law, all meetings of the city council shall be shown live when technically possible and recorded in their entirety for replaying on the municipal cable channel and for web streaming except when the city council directs by motion otherwise.
Meetings are cablecast live on Comcast Channel 16 to Roseville cable subscribers. View the program schedule. Comcast offers free universal service that includes only cable Channel 16 and the other access channels. Call 651-222-3333 for details.
