RPD Flash Food Drive 

    It started with an email sent at 4:50 a.m. on Friday, March 14 from Roseville Police School Liaison Officer Erin Reski to Roseville Police Community Relations Coordinator Corey Yunke. In that email, SLO Reski predicted that COVID-19 could present significant challenges to the families that rely on the food shelf at Roseville Area High School.  

   Several hours later,  a Flash Food Drive with contactless pick-ups was created.

  The Flash Food Drive was posted to RPD's Facebook, Twitter, and Nextdoor accounts. Anyone looking to donate food items simply needed to email SLO Reski to schedule a time when she and/or an RPD Community Service Officer could pick up donated items. The pick-up days were Monday, March 16 and Tuesday, March 17.  By the end of that Monday, Reski and the CSOs had already picked up donations at 90 different sites throughout Roseville.

Porch Pick-ups
The community really came through with 138 total donation pick-up sites over the two-day food drive. Several residents offered to be the "neighborhood drop-off site" to make the pick-up more efficient.

  The day after the last donations were dropped off at the High School, Governor Walz officially closed Minnesota Schools.  Roseville School Staff followed-through with a curbside pick-up and delivery options to families in need. 

  A big thanks to School Liaison Officer Erin Reski for serving the community with a very well-timed and thoughtful idea AND to everyone who donated items to a worthy cause AND to Roseville Schools for the extra work involved in seeing this food get to our students' families.

  RPD has coordinated several food and/or toiletries drives for RAHS Food Shelf in recent years, but the Flash Food Drive was, by far, the most successful.
 


PATROL INCIDENT SUMMARIES


CN: 20008327 - Flee Police in Motor Vehicle

Date/Time: 03-13-2020 at 11:18 p.m.
Location:1800 Block Chandler Ave. / 500 Block Reservoir Woods


  Earlier in the day, Officers responded to an adult female who was concerned of an ex-boyfriend returning to her house to steal (more) items. She offered that he is a drug user, steals mail, and is known to carry a gun.  She continued to describe her ex-boyfriend and the vehicle he is known to drive. 

  Later on, Officers responded to a report of a suspicious vehicle that matched the description given earlier.  Officers located and attempted to stop the vehicle, but the vehicle continued to accelerate to a high speed.  The officers did not engage in a chase. The suspect vehicle eventually crashed and the driver fled on foot.  Officers set up a perimeter and used K9 Ragnar to track the suspect.  K9 Ragnar found the suspect hiding underneath a deck. 

  The suspect was arrested for existing felony warrants and fleeing from police.

CN: 20007855, 20008277, 20008571, & 20008573

Location: Various Retail "Employees Only" sections. 


  There were at least 4 different thefts that occurred in the "Employees Only" area of various stores in Roseville.  Backrooms, locker rooms, and lunch rooms are common places where employees leave their valuable items while they work.  Unfortunately, these areas are commonly targeted due to the fact that employees are generally focus on work and distracted from their items. It only takes seconds to rummage through coats, purses, and backpacks for valuable items like cash, credit cards, cell phones, laptops, and car keys.  One click of a key fob can locate the matching car.    

  If appropriate, ask your employer to provide a secure area where you can leave valuable items that you need while at work.  Don't be afraid to question someone entering an area where they are not permitted or to alert other employees of suspicious behavior.

Backrooms, Employee Lounges, and Lockers are common places where thefts occur. 

CN: 20008450 Motor Vehicle Theft / False Report 

Date/Time: 03-15-2020 | 12:21 p.m. & 1:38 p.m.
Location: 2600 Block of Mackubin / Plymouth, MN


  A Roseville Officer met with an adult male in the 24 hour entryway at the Police Department who reported his vehicle was stolen.. The male offered that he left his keys in the car and when he attempted to leave the next morning, the car was missing. The officer entered the report and listed the vehicle as stolen. 

  Minutes later, a Plymouth Police Officer contacted the Roseville Officer to let him know the vehicle was located abandoned and flipped over in an area in Plymouth known to be frequented by street racing enthusiasts. 

  Once again, the owner of the vehicle met with the Roseville Officer in the 24 hour entryway; this time with a new story.  The owner admitted to crashing the vehicle in Plymouth while watching others race their cars and apologized for making a false report and leaving the scene of an accident. 

  Case forwarded to Plymouth Police Department. 


CN: 200082539 & 200082579 Check Fraud


  Mail thieves sometimes call it "red flagging" and look for the mailboxes with the raised red flags that are intended to alert the mail carrier to look for outgoing mail. In both of these unrelated incidents, the victim attempted to mail a check for a certain amount, then were alerted by their banks that someone had altered the amount and "payable to" sections of the checks.  One of the checks was altered from $100 to $90,000, then made payable to a (likely) fake name.  Fortunately, the bank did not cash the $90,000 fraudulent check and the case remains under investigation. 

  If you must mail a check, please consider mailing from a secure place e.g. dropping it off directly at the Post Office.  We used to encourage the use of the large blue mailboxes, but learned that mail thieves have successfully used rat traps (the sticky type) attached to a string to "fish" mail from the mailboxes. 

  At various crime prevention presentations we often hear "if only they used such creativity in a positive way."

CN: 20007911 - Fraud (Attempted)

Date/Time: 03-10-2020 | Daytime

  A Roseville Officer responded to a call from a resident who was receiving phone calls from someone claiming to be a UPS employee. The 'UPS employee' accused the resident of mailing fake N95 face masks to China from her address and aggressively demanded her social security number, passport information, and eventually attempted to extort money from her.  The resident knew this was a scam, but was unsure if they had already stolen her identity or used any of her information criminally.

  The officers provided the phone numbers and advised her to contact the credit agencies to check for recent changes to credit or new accounts opened in her name.

We heard of fake N95 Face Masks being sold on Amazon, but this attempted scam was a first to us. 

CN: 20007911 - Suspicious Activity / Informational

Date/Time: 03-09-2020 | Daytime

A prime example of when to report suspicious activity. 

  An employee of a Roseville business submitted an online report after a bizarre experience with a person claiming to be an employee from Amazon.com. The Amazon.com employee provided a business card, and asked when staff will be available to receive packages.  Just before leaving, the Amazon.com employee snapped a photo of the business. 


  After the Amazon.com representative left, the employee called Amazon.com and asked if "what just happened" was a standard procedure.  Amazon knew nothing of this employee and offered that they would never send anyone door-to-door to verify business hours. The information on the business card was either inaccurate or fake. There is a good chance that this potential impostor was casing the store.


  Please, do not hesitate to report suspicious behavior while it is happening or as soon as safely possible.  Description of the person(s) and the vehicle (especially unique identifiers) are very helpful should we receive another similar report.

CN: 20004224 –Family Violence Detective authored and executed a search warrant to search a premise regarding an ongoing stalking investigation.

CN: 20006447 – Sex Crimes Detective authored and executed a search warrant to search a cell phone for evidence involving human trafficking.

CN: 19029877 – Financial Crimes Detective authored and executed a search warrant to obtain bank records regarding an ongoing fraud investigation.

CN: 20000700 – Financial Crimes Detective authored and executed a search warrant to obtain bank records regarding an ongoing fraud investigation.
