2023 Falcon Heights Pavement Management Project

Overview

The City of Falcon Heights manages a comprehensive Pavement Management Program which includes repaving several miles of local streets every two years.  To see which streets are included in 2023, please see the proposed Project Map.

The majority of the proposed roadways will have the top layer of asphalt section removed and repaved.  Spot curb and gutter repairs will also be done as part of this project.  We expect very little impact to driveways on those streets as part of this project.

Garden Avenue is proposed to have more extensive work done, which would involve reclaiming (grinding) asphalt and mixing with the gravel below, installing new pavement and re-striping of the roadway.  At the November 9, 2022 City Council meeting, the Council approved moving forward with design Option 4 and Option 7.  Both of these options include a sidewalk installed on the north side of the roadway, a reduced street width, and a parking lane on the south side as shown in the figures below:

Ruggles Pathway

The Ruggles Pathway will be improved with the installation of permeable pavers and draintile. The choice of permeable pavers reflect the desire to improve the pathway with a surface that is ADA-compliant and mitigates stormwater, while maintaining the character of the pathway. 

The City Council hosted a public hearing on March 22, 2023, to consider a vacation of a right-of-way easement for a pathway that connects Pascal and Holton Streets along Ruggles Avenue. The City received a petition from adjacent homeowners requesting the vacation.  Following the public hearing, the City Council voted 2-3 in approval of the vacation request, so the vacation was not approved.  The City Council directed staff and city engineers to include options in the 2023 Pavement Management Program (PMP) bid to include quotes for various paving options of the pathway.

Idaho/Iowa Alleyway Improvement Project

This project was identified based on a petition received from the residents adjacent to the Idaho/Iowa alleyway between Pascal Street and Arona Street. The proposed improvement project includes a mill and overlay of the pavement of the alleyway and drainage improvements to the alleyway and adjacent stormwater on Pascal Street.

Neighborhood Meeting

Previously, the City hosted a neighborhood meeting to discuss the project as a whole on October 5, 2022.  The City also hosted two open houses, on April 5, 2022 and July 20, 2022, to discuss the Ruggles Street pathway proposal and Garden Avenue.  The exhibits and handouts are posted on the right for review. 

The City anticipates receiving a schedule from the contractor shortly, and will hold a construction meeting with residents adjacent to Garden Avenue to discuss schedule and impacts for the upcoming construction. These properties are anticipated to be more impacted from construction due to the type of roadway improvement and the sidewalk installation. The 2023 Pavement Management Project also includes pavement rehabilitation on additional streets and an alleyway.  A construction newsletter will be sent to all properties on the project with details on the construction phase of this project.
