Roseville’s 2023 budget process is entering the home stretch.

The City Council adopted the 2023 preliminary city and Roseville Economic Development Authority (REDA) budgets and tax levies at the September 26 City Council meeting. The preliminary levy can be lowered at the December 5 City Council meeting, but it can’t be raised. As presented, Roseville’s share of the upcoming 2023 property taxes would increase by 6.6%.

According to Ramsey County, the median value of a Roseville single-family home rose 13.12% since last year to $335,400. Based on the adopted preliminary levy, the median-valued Roseville home will see a monthly tax increase of $9.35, for a total monthly average of $103.04 per month in 2023. This includes the budgets and levies of both the city and REDA, but does not include county, school, or other taxes.

As presented, the property tax levy will fund $26,927,389 of the $61,892,000 (total) preliminary budget. The total 2023 budget reflects an increase of $3,032,101 when compared to the 2022 budget. This increase is the result of $1 million toward investments in capital equipment and infrastructure, $1.6 million invested in personnel costs, and other inflationary costs.

Fee-based revenue sources such as license and permit fees, recreation program fees, user charges for water and sewers, intergovernmental sources, court fees, interest earnings, and reserves will fund the remaining $34,886,486 or roughly 57% of the budget.

The City Council encourages residents and stakeholders to review budget documents, attend future meetings, and participate in the budget process.

Upcoming Budget Meeting Dates:

Nov. 7 - Review proposed 2023 fee schedule and utility rates
Nov. 28 - Final 2023 Budget Hearing (Truth-in-Taxation hearing)
Dec. 5 - Adopt final 2023 budget, tax levy, utility rates, fee schedule, and EDA budget and tax levy
