Roseville Police Monthly Summary
A monthly highlight of cases, statistics and community engagement in Roseville, MN. 

June 2020


Most Law Enforcement Agencies throughout the metro reported an increase of certain calls for service associated with the civil unrest following the murder of George Floyd in Minneapolis in late May of 2020.  Roseville was no exception.  Fortunately, RPD Officers and staff immediately assembled to help address the surge of activity.

Officers and supervisors from different shifts came in on their day off.  RPD staff returned from or cancelled family vacations to help. Two civilian staff members sifted through an insane amount of social media and kept an eye out for potential threats to Roseville; be it groups of people posting and commenting that they're "headed to Roseville businesses" or reports of people in Roseville (armed) and headed to disturb protests.  

Roseville activity was different than what was happening in St. Paul and Miinneapolis. 

Officers responded to numerous calls of burglaries, property damage, and suspicious activity as well as reports of anti-protest groups in Roseville. Here are some excerpts from the on-duty Sergeants' notes: 
  • Simultaneous and recurring burglaries at multiple locations by multiple groups of likely, unrelated people. 
  • Multiple 9-1-1 calls stemming from various social media posts of assaults and robberies in progress. 
  • Multiple businesses closing early and/or securing (boarding up) entrances and windows. 
  • Reports of individuals with axes, sledgehammers, and other tools to be used to break into businesses. 
  • Cars without license plates circling business parking lots. 
  • A report of a person stating that "he planned to shoot minorities tonight."  The individual wasn't found, but another person was found in the immediate area with a loaded handgun and appeared to be intoxicated. 
  • A Twitter post stated "white supremacists" were staying in 4 different Roseville hotels" and encouraged people to call each hotel resulting in tying up dispatchers and hotel staff with dozens, if not, hundreds of calls in a short period of time. The described activity was determined to be unfounded and inaccurate.

Signs, Threats, and Crimes Motivated by Bias** 

Several residences in Roseville reported vandalism by means of destruction of yard signs supporting Black Lives Matter and inclusion.  In three cases, notes were left at homes with threatening language such as “pay back is coming” and “your house burns nex.”  Similar notes were found at homes located just outside of Roseville borders. 

 Detectives collected the notes and sent them to the Minnesota Bureau of Criminal Apprehension for forensic processing. Lab technicians identified and lifted fingerprints suitable for comparison. A suspect was identified after running the prints through a known offender database. Detectives authored and executed a search warrant on the suspect’s home, interviewed the suspect, and ultimately, charged him with three counts of Felony Threats of Violence. 

**The wording "crimes motivated by bias" is pulled directly from official Minnesota Statute.  Though Racially Motivated may better describe the behavior, we refer to the terms and language defined and used in Minnesota Statutes. This is for the sake of consistency when communicating with other parts of the criminal justice system. e.g. Courts, Attorney's Office, etc.

Any victim of a crime involving threats is welcome (and encouraged) to reach out to RPD for updates or additional concerns. Our main line (651)792-7008 is best, but 9-1-1 works if you can't remember our main line number.  Fortunately, our Community Relations Coordinator (and Mayor Dan Roe) caught this victim's previous late night tweet and coordinated the 'check-in' between Sgt. Johnson and the victim. 

PATROL INCIDENT SUMMARIES

CN: 20014643 - Assault

Date/Time: 06-18-2020 at 5:06 p.m.
Location: Roseville Terrace Apartments; 1759 Dunlap Street

Officers were dispatched to an apartment building where a hit and run accident involving a pedestrian had just occurred. Officers were able to gather that an argument between family members led to a female leaving the apartment and entering her vehicle. A male family member was in the grass outside the apartment building. The female drove her vehicle up over the curb and ran the man over, she then put the vehicle in reverse and backed over him before speeding off. Multiple witnesses reported the same details.  Officers located the suspect at a residence in St. Paul and detained her.  The female told officers that she ran the man over in self-defense because he was chasing her with a rake or a shovel. She later told officers that she believed the man slipped and fell under her vehicle. One adult female from St. Paul was arrested for 2nd degree Felony Assault.

CN: 20015182 – Shots Fired

Date/Time: 06-25-2020 at 4:45 p.m.
Location: Byerly’s; 1601 County Road C

Officers were dispatched to County Road C and Snelling on a possible rolling domestic; which means a dispute or assault that isn't at one static location and generally occurring inside a moving vehicle. Officers received an update that someone in a black vehicle just shot at another vehicle in the parking lot of Byerly’s. Officers arrived and spoke with a witness who stated the front seat passenger of a black vehicle fired one shot at a white male standing near a green vehicle and then both vehicles fled north on Lincoln Drive. The witness obtained the license plate of the suspect vehicle. Case pending. 


CN: 20013151 – Recovered Stolen Vehicle

Date/Time: 06-01-2020 at 2:10 a.m.
Location:  Norwood Inn; 2401 Prior Avenue

Officers were on patrol when they observed a vehicle in the parking lot of the Norwood Inn without a front license plate. They checked the rear plate and determined the vehicle was reported stolen out of Moorhead, MN. Officers placed a stop stick device under the tire and waited for the occupants to return to the vehicle. A short time later, a male and female entered the vehicle and drove over the stop stick, deflating the tires. Officers performed a traffic stop. The male claimed to have borrowed the vehicle from a friend but was unable to provide any details. The female passenger claimed she did not know that the vehicle was stolen, but offered that she "was not surprised" if it was stolen.

One adult female from Redwood Falls was cited for Tampering with Motor Vehicle. One adult male from Farmington was arrested for Felony Receiving Stolen Property.


CN: 20013408 – Traffic / Warrant / Obstruction

Date/Time: 06-03-2020 at 1:15 a.m.
Location: Rice Street & Hwy 36

Officer Anderson observed a vehicle accelerate rapidly with squealing tires to enter Hwy 36 from Rice Street. Officer Anderson turned his squad around and entered the highway while informing other officers of the situation. The suspect vehicle is believed to have been traveling in excess of 100 miles per hour on the highway. Officers performed a traffic stop on Lexington Avenue as it was about to re-enter the highway. The driver asked why he had been pulled over and stated he had done nothing wrong. The driver instructed a passenger to record the interaction as he continued to argue with Officer Anderson. The driver then demanded a supervisor.  Sgt. Johnson responded to the scene.

The passengers of the vehicle requested to leave the vehicle and were helpful in identifying the driver who had an active felony drug warrant. The driver continued to be uncooperative with officers and refused to wear a mask during transport to the jail.

One adult male from Brooklyn Park was arrested for Felony Warrant, Driving on Revoked Driver License, Obstructing, Reckless Driving, and No Proof of Insurance.


CN: 20014514 – Robbery

Date/Time: 06/16/2020 at 4:19 p.m.
Location: LA Fitness, 2420 Cleveland Ave

Officers were dispatched to a robbery at gunpoint in the parking lot at LA Fitness. The victim reported riding with two adult males on their way from the Motel 6 when the driver pulled into the LA Fitness parking lot. Once parked, one of the males pointed a gun at the victim and demanded all of her money. She handed over all of her cash, $900 in total, and exited the vehicle. The victim was able to make note of the license plate number before calling police. Officers used the vehicle information and statements from Motel 6 staff to create a photo line-up (pictures, not actual people). The victim successfully picked out the two suspects from the entire group of photos.  The case has been forwarded to the County Attorney for charging consideration.


CN: 20014587 – Robbery

Date/Time: 06/17/2020 at 7:49 p.m.
Location: Portillo’s Restaurant, 1800 County Road B2


Officers responded to the parking lot of Portillo’s Restaurant for a robbery at gunpoint. Two victims reported they were leaving the restaurant and had just got into their vehicle when another vehicle pulled up next to them.  Two males exited a vehicle and approached the victims. One suspect appeared to be about 13 years old and pointed a gun at them. The other male appeared to be about 17 years old and held his hand at his waistband as if he had a gun. They demanded money and cell phones. The suspects threatened to kill them if they did not give them their phones. The suspects took the phones and left in their vehicle. The victims followed the suspects for a short time but decided not to continue because they were speeding and running red lights. The victims gave officers a plate number of the suspect vehicle which came back as stolen at gunpoint in Minneapolis. The victims were able to ping their phones and provided officers with location information as well as information from Apple because changes were being made to the accounts. Due to this information, the victims were able to locate Facebook pages belonging to the suspects and provided this information to the police. Roseville Detectives followed up and were able to obtain the identity of the suspects involved and learned that the suspects are possibly linked to several other (similar) crimes in multiple jurisdictions. The case has been forwarded to the County Attorney for charging consideration.


CN: 20014721 – Robbery

Date/Time: 06/19/2020 at 4:25 p.m.
Location: Rosedale Center; 1595 Hwy 36


Officers were dispatched to a robbery at Rosedale Center Mall. The female victim reported she had finished her shift at work and while getting into her car a suspect male suddenly appeared at her open car door. He demanded her purse and indicated he had a weapon as he pulled a partial black square object from his pants. He told her “I’m going to shoot you." She gave up her purse and laptop to the suspect who then entered a nearby vehicle and fled the area. Officers located a canister of mace on the ground, which appeared to have been run over. The victim stated that was likely what the suspect attempted to make look like a gun. Several hours later, Ramsey County located the victim’s purse laying in the street in the 1500 block of Larpenteur Ave. Three suspects were arrested for committing similar crimes within the same time frame as this case, however, the victim did not believe that these were the individuals involved in her robbery case.

CN: 20014837 –  Person in Crisis

Date/Time: 06-21-2020 at 6:29 a.m.
Location: XXXX Dale St.

Officers were dispatched to an address regarding a female who was attempting to stab her friends with a knife and behaving erratically.  Upon arrival, officers learned that the knife was removed from the subject's hand.  The complainant, an ex-boyfriend, reported that the subject had not been taking prescribed medications for approximately 3 days and has been making statements that did not make sense and was rambling on incoherently.  Officers observed similar behavior while on the scene. Officers and paramedics determined that the female subject was a risk to herself and to others and should be transported to the hospital for an evaluation.  Officers and paramedic staff exhausted all efforts to encourage the subject to enter the ambulance voluntarily. 

Ultimately, it took several officers and paramedics to gain control of the subject in order to safely transport her to the hospital for evaluation.  


CN: 20014843 – Welfare Check

Date/Time: 06-21-2020 at 7:30 a.m.
Location: XXXX County Road B

Officers were dispatched to a condominium where a neighbor heard a female yelling for help from inside a nearby unit. Once at the door of the unit, the officers could hear what sounded like a female in pain and could smell a strong odor of urine. The door was locked and whoever was inside the unit was not responding to requests to open the door. Officers entered the unit with help from Roseville Fire Department staff who breached the door.  The unit was considerably disorganized, had rotten food on the floor, flies throughout the unit, and other evidence suggesting that the occupant was unable to care for herself. 

Officers reached out to the daughter of the occupant who stated that she is working with her mother and her mother's social worker to get her into assisted living. The social worker believed that the mother was able to live on her own.  The daughter is not the power of attorney and is unable to make that decision on her mother's behalf. 

The occupant agreed to be transported to the hospital for evaluation and the case was forwarded to Ramsey County Public Health. 


CN: 20014845 - Person in Crisis / Suicide in Progress

Date/Time: 06-21-2020 at 9:00 a.m.
Location: XXXX Lexington Ave. 

Officers were dispatched to a suicide in progress.  Upon arrival, a roommate of the female subject reported that she returned home to find an odd message spray painted on the wall and a suicide note laying on the floor.  The roommate indicated that a neighbor mentioned that the female subject had recently posted a weird message on her Facebook account. The roommate led officers to a bedroom where the female subject was lying on her side on the floor. Unknown pills were laid out in the bathroom. Roseville Fire Department staff cared for the subject until Allina medics arrived and transported her to the hospital. 

Officers spoke with the brother of the female subject who felt that his sister tried to intentionally overdose on medications, was temporarily placed on life support, and was recovering. 

A BIG thanks to the roommate for calling 9-1-1 so that she could get the necessary and immediate help. Though officers are cross-trained for certain medical situations they add value to medical calls by virtue of being expert emergency radio operators and by knowing how to navigate to and from every single address in Roseville. e.g. Officers work the radio to keep everyone updated with information and help flag down/route emergency personnel so that medical professionals can focus on the victim/patient. This is crucial for situations where every second counts.

CN: 20012848 – Two search warrants executed for DNA samples regarding an ongoing criminal vehicular homicide investigation. 

CN: 20003305 – A search warrant was executed for financial records regarding an ongoing fraud investigation.

VOLUNTEERS


For their safety during the pandemic, the department has only allowed volunteers to perform essential functions to the program. Generally, Police Reserves volunteer a great deal of time in June to support the safety of various Rosefest events like the parade, Run/Roll 5k and 10k races, and fireworks.
