Roseville has adopted a policy for utilizing community-wide SAC (Sewer Availability Charge) credits for the recruitment and retention of small businesses within the City, including but not limited to: retail (service & goods), food and beverage, and entertainment businesses.
Eligible businesses must be either opening a new business or expanding an existing business and require payment of additional SAC units to the Metropolitan Council.
A maximum of 5 SAC credits applies. To qualify, a small business must meet the following:
- Employ 5 or fewer people, including the owner
- Have a brick-and-mortar location in Roseville
- Be a for-profit business
- Have annual gross revenues below $1 million
- Cannot be a national chain business
