1. INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT

2. INTRODUCTION
OF BEN KENDALL as YOUTH REPRESENTATIVE
Ben Kendall, a Roseville Area
High School Junior, was recently appointed as Youth Representative to the
Parks and Recreation Commission. Tonight was Ben’s first official commission
meeting. Ben introduced himself sharing his involvement on RAHS Lacrosse and
Swim teams as well as being an Eagle Scout.
3. APPROVAL
OF MINUTES – AUGUST 7, 2007 MEETING
Commission Recommendation:
Minutes of the August 7, 2007 meeting were
Unanimously approved.
4. APPROVAL
OF MINUTES – SEPTEMBER 4, 2007 MEETING
Commission Recommendation:
Minutes of the September 4, 2007 meeting were unanimously approved; Willmus
abstained from vote as he was not in attendance of the meeting.
5. SEPTEMBER
TOUR DISCUSSION
Commissioners discussed the
recent parks and facilities tour. Comments and feedback included;
o
Nice to go to different locations
o
No matter how many times you take the tour you always learn
something about the Roseville Parks and Recreation System
o
Helpful to see firsthand some of the areas that have been part
of recent commission discussions
o
Brokke asked for feedback to help plan future tours, the
response included;
o
Good to alternate between weekends and evenings. Weekends give
you the opportunity to extend the tour a bit.
6. DEPARTMENT
REVIEW
Jill Anfang briefed the
Commission on upcoming and recently hosted events.
Chad Hofmeister, University of Minnesota senior, spent a few minutes talking with the Commission about his
fall internship with Parks and Recreation.
7. MRPA
COMMISSION AND BOARD SYMPOSIUM
Anfang informed Commissioners on
the upcoming Commission and Board Symposium presented by MRPA. The event is
scheduled for March 11, 2008 at the Roseville Skating Center. A tentative
agenda has been set with topics involving Roles and Responsibilities, NIMBY
Syndrome and Effective Lobbying, Communication and Partnerships. More
information to follow in the coming months.
8. CITY
OPEN HOUSE ON OCTOBER 13
Anfang updated Commissioners on
the October 13th Roseville City Open House. The Family Friendly
event will inform, entertain and engage the community. Commissioners were
encouraged to spend some time at the Open House meeting and greeting the
community. Also included in the day’s festivities is a celebration of the
completion of the Skating Center expansion and renovation.
9. HANC
PLANNING COMMITTEE UPDATE
Brodt Lenz updated the
Commission on recent HANC Planning Committee meetings. The Planning
Committee has been involved in a number of interesting and revealing
exercises exploring how the Nature Center might function best. Reoccurring
themes have surfaced through many of the discussions. The Committee
continues to meet monthly and looks to have a draft report near the end of
the year.
10. CHANGE NOVEMBER MEETING
DATE
Motion by Pederson to designate
November 7 as the alternative Commission meeting date due to elections being
held on November 6th. Second by Ristow. Passed unanimously.

12. DIRECTOR’S REPORT
- Distributed Commission Handbook from Bill Malinen
- Distributed Shade Tree Advocate materials
- Imagine Roseville 2025 Update
Council is working to recap the
process and narrow down the areas of interest in focus area. Staff have been
asked to provide additional feedback for the focus areas.
- 2008 Budget – Administration is looking to identify
reasonable and practical items from IR 2025 to include in the budget
- Geothermal Arena Project – Project consultant is
scheduled to report their findings to the Council on October 8. The
upcoming timeframe includes a target date of October 15 for direction as
to whether the best option is to continue down the geothermal path or to
go with traditional standards and practices.
- Dale Street Athletic Field Project – work has been
affected by the weather but should be completed soon.
- North Suburban St. Paul Kiwanis have begun to work with
the Central Park Foundation on an addition at the Arboretum.
