Approval of March 27, 2007,
Meeting Minutes
Member
Neprash wanted a change to the last paragraph on Page 2. Sub manholes was
typed, and it should have been sump manholes.

Neprash also brought up part of the discussion of the County Road C Streetscape
(Item 8). They had discussed the prairie approach verses the semi-formal
approach. Deb Bloom said she had included their ideas in the Council Action,
and it would be added to the PWETC minutes.

Neprash moved to approve the minutes with corrections noted of the March 27,
2007, meeting of the Public Works, Environment and Transportation
Commission. Member DeBenedet seconded.

4. Communication Items
Deb Bloom reminded viewers that Roseville cleanup day is Saturday, April 28.
A
copy of “The End of the Road: Challenges of Funding Minnesota’s Local Road and Bridge Network” was provided to the Commission.

Fischer asked about the current state of the bridges in Roseville. Ms. Bloom
said Roseville was responsible for three bridges in the city. The Lexington Avenue Bridge is under state jurisdiction and is scheduled for maintenance in the
near future. Funding is always an issue.
Chair
DeBenedet updated the Commission on the Rice Street Technical Advisory
Committee. The level of traffic growth projected will probably require a
four-lane road; and as sections are reconstructed, they will be designed with
that projection in mind. His concern is to maintain access for existing
businesses and homes. Duane Schwartz suggested that the Commission might
want to drive the road sometime in the next month.

Vanderwall said that he lives on the east side of Roseville and drives across
Rice Street quite often. He almost always sees pedestrians trying to get
across, plus there are children walking to school in that area. He wants to
make sure pedestrians are given more consideration in designs changes.

Fertilizer/Pesticide

Vanderwall moved to recommend the final draft of the ordinance to the City
Council for their action. Member Fischer seconded.
Member
Vanderwall asked for some background as to why the Commission was
recommending a change in the ordinance. Member Neprash filled him in.
Education
of residents was brought up by Deb Bloom, with the idea of putting an article
in the Roseville City News. Using door hangers was another possibility
mentioned by Ms. Bloom. Member Neprash said he would be happy to help with
the formulation of any educational materials.

Neprash asked to be notified when the ordinance was going before Council.
Other members concurred. Member Neprash said he would be willing to attend
the Council meeting to answer questions.

Neprash asked that staff check with other cities as to whether they have
already prepared educational materials.

Imagine Roseville 2025
Deb Bloom presented background on this topic. The Commission went through the report and picked
out topics concerning them.

DeBenedet suggested the way to get more involved with the development review
process is to guide the city toward development standards that involve more
reforestation and avoid large areas of asphalt. Member Neprash said he is
currently working on a workshop to integrate urban trees with storm water
control devices.

DeBenedet asked staff for a copy of the Pathway Master Plan, and Member
Vanderwall asked that a map be included. Ms. Bloom said it would be emailed
to them as soon as possible.

Vanderwall said residents don’t get to see much of what happens with the
infrastructure and so he feels this commission needs to be extra vigilant.
Member
Neprash asked who was watching over technology infrastructure as there isn’t
a technology commission. Ms. Bloom said it’s possible the PWETC could be
expanded to include technology.

Future PWETC Topics
This
topic was carried over from the March meeting to get other commission members
input. Deb Bloom listed the ideas that were brought up at the previous
meeting.

DeBenedet said that instead of just looking at what comes their way, they
should be an advocate for certain issues. He wanted to be able to move
through a topic in a couple of meetings.

DeBenedet said he was interested in looking at the maintenance budget to
ensure there were enough funds available for long-term maintenance of the
infrastructure.

Vanderwall asked how staff worked through the budgeting process. Ms. Bloom
said that could be discussed when the topic is on the agenda.

Vanderwall suggested that the Commission should be getting involved with
street projects before they’re even a project, such as County Road B2, which
he said needs to be totally reconstructed but the County is only planning on
resurfacing. He feels that input from the Commission could make a difference
in how these projects are developed. Ms. Bloom said that a good topic would
be to discuss the project development process. There are statutes and laws
governing the process, and the State doesn’t necessarily need the City’s
permission on certain projects.

Neprash said that while the City might not have a voice in what the final
project looks like, it still takes a long time to get to that point and input
might be considered along the way.

Fischer suggested discussing the permitting process in the City and
discussing the new regulations for disposal of CRT cathode ray tube
containing devices.

Neprash suggested delving into water quality.
8.
Open Meeting Law Information
The
statute was provided in the packet, but basically, this law does apply to the
Commission.
9.
2008 Budget Initiatives
Deb Bloom presented an overview of the Public Works budget.
Member
Neprash said that the Traffic Management Policy development would be a good
thing to bring to the Commission for suggestions.
