3. Approval
of October 23, 2007, Meeting Minutes
Member
Willenbring asked for a clarification on Page 5, Paragraph 3: “Member
Vanderwall said as far as parking goes he thinks only flat
parking would work in Roseville.” Member Willenbring wanted to change flat
to parallel.
On
Page 3 during the Har Mar PUD discussion there had been no second to the
first motion, but Member Vanderwall said he had intended to second it and
asked that it be added to the minutes.
On Page 3, Item 7, Paragraph 4,
Chair DeBenedet requested that the statement “there would be a maintenance
agreement with the watershed district” be clarified to say the agreement
would be between the property owner and the watershed district.

Vanderwall moved to approve the minutes of the October 23, 2007, meeting of
the Public Works, Environment and Transportation Commission. Member Neprash
seconded.

4. Communication
Items
Duane Schwartz updated the Commission on Twin Lakes and the city leaf program.
Deb Bloom updated the Commission on the sewer lining project. Chair DeBenedet asked how private
lines are handled during this process. Ms. Bloom said that residents are
notified if any problems are observed in their service.

Neprash asked about leaf pickup and said that his neighborhood had been the
first on the pickup list this year and since the leaves fell late there are
still many leaves in the streets. He asked if there had been thought given
to returning to the area to pick up the remaining leaves. Mr. Schwartz
replied that the policy has been to only visit an area once and that once
return trips are started everyone will expect it and there simply aren’t
enough resources to provide that kind of service. However, the city makes
every effort to keep streets as clean as possible so if there is a dirty
street, Public Works would like to be notified of it. Member Willenbring
said that the city can’t be responsible for picking up every single leaf and
that residents have to be responsible for something. Chair DeBenedet said
the Commission has discussed water quality before and maybe it should be a
topic again in the near future. Member Willenbring requested that a notice
be put in the city newspaper about helping to keep the gutters clean. Ms.
Bloom mentioned the door hangers that were in development and that they could
be used in the spring to educate people on this subject.
Mr.
Schwartz updated the Commission on recent recommendations they made:
The
“Welcome to Roseville” banners were discussed by the City Council. They are
supportive, but current city code doesn’t support it. The City Attorney is
currently working to iron out the details.
The
Pathway Committee recommendation was also supported by the City Council, and
currently staff is trying to find people to serve on the committee and to
prepare a formal recommendation for a charge to that group. Member
Willenbring mentioned that the idea was to have a finite length of time for
the committee. Member Vanderwall said that he would work on initiating
school participation.
The
City Council will be making a decision on the new Public Works Commission
member at the next council meeting.

Bloom presented general information on road design and traffic.
6. Public
Works Department Strategic Plan Discussion
The
City Manger has requested strategic plans from all departments. Mr.
Schwartz outlined what the plan should contain and requested input from the
Commission.
Member
Willenbring asked about individual employees and wondered if the Commission
would need to know specific duties to help formulate a plan. Mr. Schwartz
said he’s looking for a more general plan.
Member
Willenbring asked if all the utility and street work was done in-house or was
anything contracted out. Mr. Schwartz said we do most things ourselves, but
things like leak detection, major paving patching, concrete work, and some
sweeping and spraying, and road striping are contracted out. Mr. Schwartz
said the City is looking into outsourcing water meter reading.

Vanderwall said that technology infrastructure needs to be addressed, and it
should definitely be included in conversations.
7. Parking
Ordinance Discussion
Mr.
Schwartz presented background information on this topic, which has been
forwarded to the Commission by the City Council. They are considering an
overnight parking ban. Currently, there is no restriction on parking except
after a 2” snowfall. The Commission set a public meeting for their January
22, 2008, which will be advertised in the City News.
Member
Vanderwall asked if there should be a restriction of parking near pedestrian
crosswalks. Ms. Bloom said she would research state statutes on parking for
the public meeting.
Member
Neprash wondered what the need was for considering an overnight ban on
parking.
Ms.
Bloom said she would create a list of areas where parking is currently
restricted in Roseville.
