Rpd Undergoes Staffing, Operations Study in Response to Increased Calls

A group of outside law enforcement experts has completed an evaluation of the Roseville Police Department, examining staffing levels, resource allocation, and operational efficiency as the demand for police service continues to climb.

The Axtell Group completed “Roseville Police Department Evaluation of Police Resources and Operational Efficiency” this spring. The comprehensive 96-page report laid out the department’s strengths and ongoing challenges. It also included eight recommendations to improve operations across the police department. Representatives of the Axtell group presented their findings to the Roseville City Council on June 16.

The report is available to the public.

“The RPD is a professional, well-regarded agency led by Chief Erika Scheider. The department is composed of dedicated, capable, and well-trained employees who demonstrate creativity, compassion, and resilience in their service to the community. The agency continues to maintain high standards despite being busier than ever,” according to the evaluation. “While RPD has adapted well, the strain of this growth is being felt across operations.”

The Axtel group presented eight recommendations:

  • Update the Patrol Deployment Model: Increase patrol staffing levels to better align with current call volume, time-of-day service demands, and increased field complexities. The Patrol Division is made up of 42 sworn officers and part-time community service officers. According to the Axtell analysis, “Notably, the patrol deployment model has not been significantly adjusted in more than 20 years, despite rising service demands and operational complexity. The number of officers on duty at any given time is largely unchanged since the early 2000s.”
  • Enhance Supervisory Coverage: Increase patrol sergeant staff levels to ensure 24/7 patrol sergeant coverage and limit use of the Officer in Charge (OIC) program to exceptional circumstances.
  • Invest in a Full-Time Training Coordinator: Improve training consistency, record-keeping, and the development of multi-year strategicpolice-lights-square training plans.
  • Strengthen Records and Property Operations: Add staffing and specialized supervision in these areas to reduce backlogs and align with national best practices.
  • Increase Technology Support: Address limitations in the RMS platform and secure dedicated IT support to reduce service delays and internal staff and service disruptions.
  • Build Strategic Staffing Resilience: Account for long-term absences, leave usage, and collateral duty assignments when calculating functional staffing capacity.
  • Augment Internal Communication and Employee Engagement: Actively involve employees in organizational decision-making and strengthen communication of department goals utilizing a strategic communication plan.
  • Support Employee Wellness and Morale: Expand wellness initiatives to support an extremely busy staff and ensure work-life balance remains a guiding consideration in future staffing and deployment models.

Chief Scheider will appear before the City Council in July and present a proposal to implement recommendations listed in the study. The Roseville City Council will consider the Chief’s proposal as part of the 2026 city budget process.

Roseville Police Department is comprised of 60 sworn officers and 15 professional support staff.  The department, with a $13.2 million budget, consists of four divisions tailored to address diverse public safety concerns and the complexities of law enforcement within a growing and multicultural urban environment.  Police responded to nearly 45,000 calls in 2024.
