1. What is City of Roseville Resolution No. 11725?

Resolution No. 11725 is a resolution adopted by the City Council on Monday, July 20, 2020 to amend local emergency order to require the use of face coverings within the City of Roseville, Minn.

All individuals, while present within the City of Roseville, shall wear a face covering in indoor areas accessible to the public, unless specifically exempted. Indoor areas accessible to the public shall include: 

Restaurants and Bars. These establishments shall include in their COVID-19 Preparedness Plan that all customers are required to wear a. 

Spaces of Public Accommodation. Owners and managers of spaces of public accommodation must include in their COVID-19 Preparedness Plan that all employees are required to wear a face covering when the individual is within any area open to the public or within six feet of another person. Customers of these establishments shall be required to wear a face covering before entering the spaces of public accommodation and must wear the face covering until exiting. 

Public Transportation. Users of public transportation are required to wear a face covering before boarding a bus and wear the face covering until the user exits the bus.

Entertainment Venues. Users are required to wear a face covering when the user is within six feet of another person. When the user is seated and not within six feet of a person they can remove the face covering, but must wear the face covering when walking to or from their seat and while standing in or walking through public areas such as lobbies and restrooms. 

Common Spaces in Multi-Family Residential and Multi-Tenant Office Buildings. Residents of multi-family housing buildings, and their guests; and tenants, employees and their guests in multi-tenant office buildings shall wear a face covering when in common spaces such as hallways, corridors, lobbies, restrooms, mail rooms, elevators, trash and recycling rooms, fitness rooms, recreation rooms, laundry rooms and other space owned and used in common by the residents, employees and tenants of the building.

City Facilities. All users of City of Roseville facilities shall wear a face covering at all times while within the premises of such facilities.

2. When does the resolution requiring face coverings go into effect?

The resolution goes into effect on Monday, July 27, 2020 at 12:01 a.m.

3. Are there exceptions to the requirement to wear face covering?

Yes. The resolution features several exemptions, including:

• Facilities operated by the County, State or Federal Government
• Personal Care Services/Salons that already have State face covering requirements
• Medical facilities that already have face covering requirements
• Children 5 years of age or younger
• Individuals actively eating or drinking.
• Individuals temporarily removing the face covering for identification purposes
• Individuals unable to wear a face covering due to medical, disability, or developmental reasons
• Individuals speaking to an audience, whether in person or through broadcast, as long as the speaker remains six feet or more away from other individuals
• Individuals speaking to someone who is deaf or hard of hearing and requires the mouth to be visible to communicate
• Participants in youth sports, as defined by the City of Roseville, are exempt from this Order but subject to all requirements under the State’s Executive Orders
• Indoor athletic facilities shall follow CDC and Minnesota Department of Health guidelines. Patrons are not currently required to wear face coverings or masks while actively participating in permitted athletic activities, but are encouraged to wear face coverings when not actively training.
• Places of worship
• Public and private school facilities

4. What are some examples of indoor areas accessible to the public?

Examples include retail stores, rental establishments, City of Roseville government buildings, and service establishments as well as recreational facilities and service centers. This definition includes establishments and facilities that offer food and beverage not for on-premises consumption, including grocery stores, markets, convenience stores, pharmacies, drug stores, and food pantries.

5. Does the order apply to common areas of bars and restaurants?

Yes, patrons of bars and restaurants are required to wear face covering when not seated at a table.

6. Does the order apply to athletic facilities like gyms or the Roseville Skating Center?

No. Indoor athletic facilities shall follow CDC and Minnesota Department of Health guidelines. Patrons are not currently required to wear face coverings or masks while actively participating in permitted athletic activities, but are encouraged to wear face coverings when not actively training.

7. Does this policy apply to common areas of Rosedale Center?

Yes. Rosedale Center is considered a retail establishment.

8. Does the policy apply to common areas of hotels?

Yes. 9. Does the policy apply to “back-of-house” areas of retail businesses, like stock rooms and employee break rooms?

Yes. Owners and managers of spaces of public accommodation must include in their COVID-19 Preparedness Plan that all employees wear a face covering when the individual is within any area open to the public or within six feet of another person.

10. Where do I have to wear a face covering in multi-family buildings (apartments/condominium buildings)?

Residents of multi-family housing buildings, and their guests shall wear a face covering when in common spaces such as hallways, corridors, lobbies, restrooms, mail rooms, elevators, trash and recycling rooms, fitness rooms, recreation rooms, laundry rooms and other space owned and used in common by the residents, employees and tenants of the building.

11. What are the face covering requirements inside office buildings?

Tenants, employees and their guests in multi-tenant office buildings shall wear a face covering when in common spaces such as hallways, corridors, lobbies, restrooms, mail rooms, elevators, trash and recycling rooms, fitness rooms, recreation rooms, and other space owned and used in common by the employees and tenants of the building.

12. Who should I call if I have concerns about a business not requiring customers to wear face coverings?

Please call the City of Roseville Administration office at 651-792-7001 to report a business that is not requiring customers to wear a face covering. City staff will follow up directly with the business to ensure compliance with the face covering order.

13. Who should I call if I am concerned about an individual not wearing a face covering in an indoor area accessible to the public?

You should first make the employees of the place of business aware of the situation.  They will ask the customer to put on a face covering or leave. If that person does not leave, the business can call the Roseville Police Department’s non-emergency line, 651-767-0640. Police will do their best to respond, though other types of calls may be prioritized first. Police will seek voluntary compliance. If that fails, police may trespass the individual from the business at the request of the business owner.

14. Who should I call if I am a store owner or manager who wants to report a customer that refuses to wear a mask?

Please ask the person to leave your business. If the person refuses, call the Roseville Police Department’s non-emergency line, 651-767-0640. Police will do their best to respond, though other types of calls may be prioritized first. Police will seek voluntary compliance. If that fails, police may trespass the individual from the business at the request of the business owner.

15. Are store owners/managers and other places of public accommodation required to post notices of Roseville’s emergency order requiring face coverings?

Yes. Owners or managers of property subject to this order shall post written notice of this order at all points used by the public to access the property. The city has downloadable notices at www.cityofroseville.com that are available for printing and use by businesses.
