1. Which rental dwellings need licenses?

Multifamily rental buildings with 5 or more dwelling units are required to be licensed.

2. Why do rental dwellings need to be licensed?

In October 2013, the Roseville City Council passed an ordinance requiring multifamily rental dwellings with 5 or more units to be licensed. The Rental License Program helps assure that MRDs with 5 or more units are safe, sanitary, and well-maintained throughout our community. Beginning in 2018, the Fire Department began managing the program.

3. When is the license fee due?

The license fee is paid before the end of the first quarter of each year. License fees can be paid online or by sending a check to the Fire Department.

4. How much are the fees?

Fees are set by the City Council on an annual basis.

5. Will all units be inspected?

Approximately 33 percent of building units are inspected each year. Additional units may be inspected if the inspector determines more are needed to give an accurate rating of the entire rental building.

6. Does the owner need to accompany the inspector?

The owner/manager or property representative needs to accompany the inspector the entire duration of the inspection.

7. Who decides which units will be inspected?

The fire inspector chooses which units to inspect. The owner/manager is required to give reasonable notice of entry to all rental unit tenants.

8. When will the inspection occur?

A date and time for the inspection will be assigned and included in the license renewal packet.

9. How long is the license valid?

A license is valid for one year.

10. When will the license be issued?

The license is issued when the building has passed inspection and the license fees have been paid.

11. When will we receive license renewal information?

License renewal information will be sent to the property owner approximately 90 to 120 days prior to the license expiration date.
